so there's a little off-by-one pitfall in your main loop as well - did you playtest it?

small hint: it might be easier to have a main loop, where in the beginning of it you doe the input, then do your checks in the loop. so you get rid of the duplicate userGuess = Convert.ToInt32(Console.ReadLine());
